Salvador S. Panga, Jr.

SALVADOR S. PANGA, JR. was admitted to the Philippine Bar in 1990 and to the New York State Bar in 2006.

Experience

Mr. Panga's practice covers ADR, construction and commercial arbitration and civil and commercial litigation. He has been in law practice since 1990, initially as a trial lawyer and then, for the past decade, as an active practitioner in alternative dispute resolution (ADR) and arbitration. Mr. Panga has served as counsel in numerous arbitration proceedings before the Construction Industry Arbitration Commission, and has also advised on commercial contracts governed by international arbitration rules. He has also advised on the restructuring of distressed corporations. Prior to joining the Firm, he was a senior partner at a major litigation firm in Manila, where he had an extensive civil and criminal litigation practice.

Professional Activities

Shortly after completing his postgraduate studies, Mr. Panga underwent an internship in international commercial arbitration at the ICC International Court of Arbitration in Paris. In 2004, he accepted a two-year appointment as ADR Postgraduate Fellow at the Dispute Resolution Institute of the Hamline University School of Law in St. Paul, Minnesota. As part of his fellowship duties, he taught ADR at Hamline as well as at the University of Deusto in Bilbao, Spain. He also played a key role in the design, development, promotion and management of Hamline's mediation and arbitration programs in London, Paris, Bilbao, Rome and Minneapolis-St. Paul. He also served as Vice Chair for Legislation and Member of the Executive Council of the ADR Section of the Minnesota State Bar Association.

Here in the Philippines, Mr. Panga has been extensively engaged in ADR program design, management and evaluation. He has served as consultant in various ADR initiatives of the Asia Foundation, the Canadian International Development Agency (CIDA), the Philippine Mediation Foundation and the Program on Dispute Resolution and Institute for International Legal Studies of the University of the Philippines Law Center. He was appointed in 2008 by the Supreme Court as a resource person in ADR, and has lectured in various ADR seminars sponsored by the Philippine Judicial Academy.

Mr. Panga is the Secretary-General of the Philippine Dispute Resolution Center (PDRC), the commercial arbitration and mediation center of the Philippines. He is an accredited arbitrator of the PDRC, a member of its Board of Trustees and a member of its pool of trainors for prospective commercial arbitrators.
