Since its inception, the lawyers of the Firm have continued to provide quality legal representation to a multitude of clients. After years of litigating construction cases as principals in the predecessor law firm (PABLAW), we offer more than 30 years of combined experience and practice in construction law. The Firm’s Of Counsel, Atty. Custodio O. Parlade, is a highly-regarded expert in the construction industry and has written several books on dispute resolution.

In addition to construction, the Firm has likewise developed a solid reputation in many other areas of the law.

Atty. Claro O. Parlade, an internationally published author of a treatise on foreign investments and numerous other legal articles, holds an LLM in ADR from Osgoode Law School at York University and is a Hubert Humphrey Fellow in Information Technology and Policy from the American University in Washington, D.C. He has led the development of major practice areas for the firm, and achieved prominence in the fields of licensing, franchising and distribution law, intellectual property and technology law. He has extensive consulting experience in technology, ADR and intellectual property, with previous engagements by the USAID, Bearing Point (funded by the Canadian International Development Agency), and Japan External Trade Organization, and most recently by the ASEAN Australia Development Cooperation Program Stream (AUSAID-funded).

Atty. Simeon G. Hildawa, who received specialized training in international taxation in Switzerland, acts as the Firm’s Managing Partner. The breadth of his experience is reflected in his practice areas which include taxation, estate planning, commercial and civil litigation, construction arbitration, corporate rehabilitation, mining, energy, intellectual property, immigration and environmental law. He has served as tax counsel for one of the leading telecommunications firm in the country and lead arbitration counsel in several of the biggest construction cases in the country. He was a member of the team that represented a major sugar refinery in its corporate rehabilitation proceeding and has represented several claimants in a similar proceeding against a major water utility company.

Atty. Cymbeline Borres-Parlade, who achieved recognition as the longtime legal counsel of the Philippine sugar industry, has substantial experience in the field of commercial law, particularly, international trade law and issues. She has been involved in crafting policy and legislation relating to agricultural trade matters, and has assisted her many clients in diverse topics such as tax issues, environmental law concerns, renewable energy, tariffs and customs matters and agrarian reform. She is also a trained arbitrator and has been involved as legal counsel in various construction arbitration disputes.

Atty. Rolando O. Eco is a civil engineer and has extensive experience in construction law and dispute resolution. He is well versed in problem areas of construction from bidding to contract termination and has considerable knowledge in the primavera system, the PERT-CPM methods of scheduling and other technical aspects of construction. With his expertise, the Firm enjoys the advantage of handling construction disputes from both the legal and technical perspectives.

Atty. Salvador S. Panga, Jr., who is also admitted to law practice in New York, holds an LLM in ADR from the University of Missouri-Columbia and completed a two-year postgraduate fellowship in ADR from the Hamline University School of Law in St. Paul, Minnesota. He also received advanced training in international commercial arbitration at the International Court of Arbitration in Paris. He taught ADR and online dispute resolution in the United States and Europe and has acted as consultant in many initiatives to develop ADR in the Philippines. A civil and commercial litigator for over fifteen years, he is the Secretary-General of the Philippine Dispute Resolution Center. He was also the lead litigation counsel in the largest corporate rehabilitation proceeding in the Philippines.
